What a "flotation" claim actually means

Every buoyancy statement on these product pages is the maker's own claim, not an independent test result, and none of the four vests compared here publishes a U.S. Coast Guard rating. ALPS describes its Topflight's two pads as providing "additional buoyancy." Banded uses nearly identical language for its 5mm Dog Parka. Ruffwear goes further and calls the Float Coat a "PFD" built from layered EVA and PE foam for "optimal buoyancy without restricting mobility," but that is still Ruffwear's own description, not a certification. Neoprene-first vests

Neoprene is a wetsuit material, and its main job on a dog vest is to slow heat loss in cold water, the same way it does on a hunter. The flotation-first option: Ruffwear Float Coat

The Ruffwear Float Coat is a different kind of product than the rest of this page: an 800D polyester shell over layered EVA and PE foam, with no neoprene and no stated insulation.
